Tujuan utama dibentuk peraturan perusahaan adalah untuk kenyamanan bekerja sama dalam internal perusahaan.
Manusia merupakan makhluk sosial sehingga dalam kesehariannya selalu berhubungan dengan manusia-manusia yang lain. Karena sering terjadi suatu interaksi antar manusia tersebut, maka dibutuhkan sesuatu yang bersifat mengatur dan mengikat manusia-manusia tersebut untuk selalu mematuhi aturan yang telah ditetapkan dalam suatu organisasi atau perusahaan. Peraturan dibuat untuk mengatur manusia-manusia atau sumber daya manusia yang terdapat dalam satu organisasi atau perusahaan untuk menghindari sikap mau menang sendiri.
Pengertian Peraturan Perusahaan adalah peraturan yang dibuat secara tertulis oleh pengusaha yang memuat syarat-syarat kerja serta tata tertib perusahaan yang mengacu kepada undang-undang ketenagakerjaan (UU no. 13 Tahun 2003 tentang ketenagakerjaan). Untuk menghindari peraturan yang ambigu atau tidak jelas, bisa digunakan pemilihan kata yang memang tidak mengandung banyak makna. Jangan sampai menggunakan kata-kata atau kalimat yang bisa ditafsirkan dengan asal atau ditafsirkan dalam banyak makna. Kita bisa meminta bantuan pihak lain yang lebih ahli dalam masalah kebahasaan, hukum, hingga orang lain yang memang ahli dan diperlukan. Dengan demikian, peraturan yang disusun pun akhirnya akan benar-benar bermanfaat bagi perusahaan.
Isi dari peraturan perusahaan yang disusun sendiri seyogyanya disesuaikan dengan perusahaan tersebut.
Visi, misi, filosofi, dan strategi perusahaan patut dipahami terlebih dahulu sebelum menyusun aturan perusahaan yang sifatnya krusial dan mengikat ini.
Dengan adanya sinkronisasi aturan dengan filosofi yang dipegang oleh perusahaan tersebut tentu harapannya tujuan perusahaan bisa lekas tercapai dengan adanya peraturan yang ditegakkan. Jadi, peraturan bukan hanya berfungsi untuk menertibkan perusahaan namun juga berfungsi untuk mengantarkan kita pada tujuan perusahaan tersebut.
